Cop guilty of sex toy assault on women at traffic stop

A former Ohio police officer pleaded guilty to sexually assaulting two young women during an illegal traffic stop. Kenneth Bolton Jr used a sex toy to abuse the women during the stops in February.

Bolton Jr was fired in early March, two weeks after the assault took place on February 23, Cleveland.com reports.

The 16-year veteran of the East Cleveland police department avoided a trial by pleading guilty to gross sexual imposition and misdemeanor interfering with civil rights on Monday.

The plea deal saw the disgraced officer avoid another charge of kidnapping.

Bolton Jr pulled over the two women, aged 22 and 23, after he heard over the radio that they had been cited by another officer.

Once stopped, prosecutors say he used a sex toy found in the back of the women's car to assault them, rubbing it over their genitals through their clothes.

Bolton Jr will now have to register as a sex offender. He is due to be sentenced on October 16.





Feds seek delay of child sex abuse trial of former Dover-based airman

Federal prosecutors are seeking to postpone the trial of a former Dover Air Force Base airman charged with sexually abusing a teenage runaway.

A trial for 21-year-old Akeem Beazer of Pompano Beach, Florida, is scheduled for next month.

But in court papers Thursday, prosecutors said searches of various Facebook accounts and cellphones have uncovered materials that give rise to additional charges against Beazer. To pursue those charges, prosecutors are asking that Beazer's trial be delayed until December or January.

Prosecutors say Beazer's lawyer does not oppose the delay. They also note that paternity testing of the victim's baby is still pending.

Beazer and another airman, 25-year-old Dalian Washington of Philadelphia, are charged with sex abuse of a minor. Washington also is charged with sex trafficking of a child.





Judge denies another Sandusky court date

A judge has told lawyers he is done hearing about Jerry Sandusky.

The Post-conviction Collateral Relief Act petition for the former Penn State football defensive coordinator serving a 30- to 60-year sentence for 45 counts of child sex abuse crimes has been dragging on for years, through two judges and months of motions and evidentiary hearings.

On Sept. 5, both prosecution and defense asked Jefferson County President Judge John Foradora for one more chance to argue in front of him before he renders his decision.

Foradora denied that motion on the same day.

According to the date stamp on the document filed with the Centre County Prothonotary, the judge’s order was revived in Bellefonte on Sept. 7.

However, that county’s website didn’t post the document until Thursday (Sept. 14th).

Sandusky maintains his innocence. He remains incarcerated at Somerset state prison.

Report: Pennsylvania child abuse workers swamped, underpaid

HARRISBURG >> The county caseworkers who investigate child abuse in Pennsylvania are underpaid, inadequately trained, plagued by high turnover and face dangerous conditions, according to a report released Thursday that recommended changes to the system.


The auditor general office’s “State of the Child” study described the state child welfare system as swamped by a flood of new complaints and more demanding reporting rules generated by the Jerry Sandusky and clergy child sexual abuse scandals.

“The system itself is setting the kids and the caseworkers up for failure,” said Democratic Auditor General Eugene DePasquale.

He said 46 children died and 79 nearly died in the state last year, while spending on child protection was nearly $2 billion.

The state’s Department of Human Services should establish an independent ombudsman position to advocate for at-risk children, DePasquale said. An agency spokeswoman said it would consider the idea.

DePasquale also proposed improvements to training, reductions in paperwork and ways to put more caseworkers in the field.

He said paperwork rules imposed under new state laws mean caseworkers sometimes spend hours documenting short home visits, and that pressures of the job have caused many to leave.

“Overregulation and a shortage of critical resources have resulted in kids being left in situations that led to their deaths,” DePasquale said. “It’s that simple.”

The number of abuse reports in 13 counties sampled for the study increased anywhere from 17 to 78 percent between 2014 and 2016.

The average starting salary among those counties for a caseworker — often a recent college graduate — was barely $30,000. Some caseworkers make so little they have enrolled in the food stamps program, according to the study.

But DePasquale said more money alone won’t solve the systemic problems, noting that chronic turnover in a county near Harrisburg continued even after officials boosted caseworker pay.

In the counties studied, turnover ranged from 10 to 33 percent over a recent one-year period.

The County Commissioners Association of Pennsylvania agrees with most of the report’s findings, said the organization’s executive director, Doug Hill.

“Responsibility for low pay isn’t solely on the commissioners,” Hill said. “It ties back as well to consistent underfunding of the system. We do have counties that are trying to better reflect the marketplace, but it’s not easily done.”

The report also said individual caseworkers expressed safety concerns, reporting one having been “held hostage” in a home, another having had things thrown at them and a third describing some home visits as terrifying.

The study suggested officials reconsider using the state civil service system to hire caseworkers and supervisors, and revamp training on how to deal with hostile people, personal safety methods, identification of substance abuse and other topics.

Human Services spokeswoman Kait Gillis said the state agency supports many of the suggested changes, and is currently taking steps to address caseloads and training.

“Today’s report highlights the critical nature of the work the staff do every day and the challenges they face,” Gillis said. “It underscores the need for human services systems to work collectively as a group to support safe and healthy children and families.”





Lakewood teacher, 52, accused of 3-year
sexual relationship with student

A 52-year-old Lakewood woman has been charged with having an inappropriate sexual relationship with a female student over the span of three years, Los Angeles County prosecutors announced today.

Mary Jahn has been charged with nine felony counts, including four counts of sexual penetration by foreign object, three counts of lewd acts upon a child and two counts of oral copulation of a person under 18, according to authorities. 

The defendant allegedly began having a sexual relationship with a 15-year-old female student in July 2008 and reportedly continued contact through July 2011, according to Deputy District Attorney Troy Davis of the Victim Impact Program, who has been assigned to the case.

At the time of the reported crimes, Jahn was a teacher at Lakewood High School.

The now-adult victim alerted authorities about the sexual abuse earlier this year, Davis said. Long Beach police officers arrested Jahn on Wednesday in connection with the alleged crimes.

The defendant is scheduled to be arraigned this afternoon at the Los Angeles County Superior Court, Long Beach Branch. Prosecutors are asking that bail be set at $750,000.

If convicted as charged, Jahn faces a maximum possible sentence of eight years and four months in state prison. Additionally, the defendant will have to register as a lifetime sex offender.

The case is being investigated by the Long Beach Police Department.





Child Sex Assault Trial Will Swirl Around Meth and Mother's Lesbian Relationship

SAN ANGELO, TX — Miguel Angel Davila will stand trial a second time for continuously sexually abusing a minor girl in San Angelo from 2011 to 2014.  

The 34-year-old Davila’s first trial ended in a mistrial in May of 2015 when the jury couldn’t reach a unanimous decision.  According to court documents and pretrial testimony, Davila was re-indicted on one count of sexual assault of a child and one count of indecency with a child by sexual contact.  The alleged victim was 12 years old when the assaults began and continued until she was 15.  

He was initially charged with continuous sexual assault of a child under 14.

Testimony in the first trial alleged Davila sexually assaulted the girl in parked vehicles, at his father’s business, at an apartment, and at his house.  Testimony indicates the minor girl continued to make bad decisions because she and her mother were smoking methamphetamine.  
In the first trial, Davila’s defense attorney Laura Dowdy of Houston argued that the girl’s mother made the accusations of sexual abuse after the girl's mother and Davila’s wife developed a romantic lesbian relationship. Prosecutors argued Davila’s wife left him in 2011 for another woman.  

Davila has a new defense attorney for his retrial, Stephanie Goodman.  The trial is set to begin with jury selection Monday at 9 a.m. in the Tom Green County courthouse.





A hockey coach is accused of sexually abusing
two young male victims

Eric J. Green, 27, of Rome, had separate sexual contact with two teenage boys in Rome over the past two weeks, according to the county Child Advocacy Center. Investigators said the two teens were not connected and the contact occurred separately.

Green was taken into custody on Tuesday on one count of second-degree sexual abuse and two counts of endangering the welfare of a child, both misdemeanors, authorities said. Green was arraigned in City Court and was sent to county jail in lieu of $1,500 cash bail or bond. He is scheduled to reappear in court.

The victims have been offered counseling through the CAC. Officials said more charges are possible.

Calls to the Rome Youth Hockey Association about Green's affiliation with the group were not returned. However, the Association did send out an email to "All RYHA families" that detailed that relationship.

The board of directors' email, obtained by the Sentinel, states: "In light of the recent arrest of 2016-2017 Peewee house coach, Eric Green, the Rome Youth Hockey Association would like to assure our membership that all proper USA Hockey coaching requirements and background checks were completed and verified during the season. The board has also decided that Eric Green’s current coaching application for the 2017-2018 season has been denied. At this time we understand that these allegations which resulted in the arrest did not occur during the 2016-2017 season, nor at any Rome Youth Hockey Association event."






Man, 27, arrested for alleged sexual abuse of young boy;
10-year-old sees incident

WASHINGTON 
A 27-year-old man was arrested for allegedly sexually abusing a boy, who was 8 months old at the time, in D.C. around August 8 and 10, according to D.C. police. An affidavit released Thursday states a 10-year-old girl witnessed the incident.


Kevin Jones, Jr. of Northeast, D.C. was arrested on Wednesday and charged with misdemeanor child sexual abuse.

According to an affidavit from the Superior Court of D.C., Jones went into the basement of a home daycare owned by his father, and took the young boy from the care of a 10-year-old girl.

Jones oversaw four children during the time of the incident. The 10-year-old girl also attended the daycare.

Jones picked up the boy and cradled him with one arm. The affidavit states Jones then used his free hand to "manually force open" the child's mouth and began kissing him with an open mouth.

The girl told police Jones put his tongue in the boy's mouth and also on his face. According to the affidavit, the girl witnessed the incident and when Jones finished kissing the boy he put him down on the girl.

The girl stated the incident was "nasty" and she wiped the boy's face to clean him, the affidavit states. Officials say the assaults took place in the 3800 block of East Capitol Street, NE.

Davis County teen facing charges for alleged
sexual abuse of young boys

LAYTON, Utah – An 18-year-old Davis County man is facing charges for allegedly sexually abusing young boys.

According to court documents, Alexander Clifton Winward is facing eight counts of aggravated sexual abuse of children.

Winward is accused of touching the genitals of three 7-year-old boys on multiple occasions between April 1, 2017 and May 25, 2017.

In some instances, the young boys would have to allow Winward to inappropriately touch them before they could play on an X-Box, according to court documents.

During another alleged incident, two of the young boys were hiding underneath the covers during a “Nerf War” game when Winward is accused of reaching under and touching their genitals.

Documents show Winward is due in court Oct. 2.

Candor man will spend 11 years in prison for
child sex abuse convictions

Two weeks after being sentenced in Tompkins County for a child sex abuse case, a Candor man has been handed a consecutive prison term for abuses committed in Tioga County.

Matthew J. Williams, 33, will spend 11 years behind bars for convictions in both counties, most recently Monday's sentencing in Tioga County Court for felony counts of first-degree criminal sexual act and first-degree sexual abuse.

Tioga County District Attorney Kirk Martin said Williams subjected a girl under the age of 11 to sexual contact during June 2011 in Candor.

The penalty handed down Monday by Judge Gerald Keene imprisoned Williams for five years on the criminal sexual act charge and a concurrent three years for sexual abuse, bringing his total prison term to five years in that case.

Consecutively, prosecutors say, Williams will serve six years in prison for his conviction in Tompkins County Court on a first-degree sexual abuse charge, bringing his total sentence to 11 years. He was sentenced Aug. 25 in that case.

In June 2016, court papers say, Williams drove two 12-year-old girls to a remote campsite in Danby. At the campsite, he gave them wine coolers and sexually abused one of the girls on the bed of his pickup truck.

The girls ran away from Williams and stayed hidden in the woods until a family friend arrived, according to court papers.

Williams also will spend 10 years on post-release supervision after he gets out of prison, as well as being required to register as a sex offender.





Spring Valley man sentenced for sexually abusing girl

A Spring Valley man has been sentenced to 10 years in prison for sexually abusing a child, officials said.

Over a six-year period, Vital Vasquez-Paredez, 40, had sexual contact with a girl who was younger than 13, the Rockland County District Attorney's Office said in a press release Wednesday. He had pleaded guilty on June 12 to first-degree course of sexual conduct against a child, a felony,

"Victims like this brave child suffer the burden of bearing the emotional scars of having been victimized by a sexual predator," Rockland County District Attorney Thomas Zugibe said. "The defendant has now been held accountable and appropriately punished for the depraved acts he committed."

The DA's office said the abuse occurred between Sept. 1, 2010, and Dec. 31, 2016, at Vasquez-Paredez's home.

A 12-year-old friend of the victim told investigators that she saw him grab the victim and straddle her in his bedroom. The friend also told investigators that Vasquez-Paredez had taken photographs of the victim.

Vasquez-Paredez was also sentenced in Rockland County Court to 10 years of post-release supervision, and he must register as a sex offender after he is released from prison.

Executive Assistant District Attorney Stephen Moore prosecuted the case.

Victoria man charged child sexual abuse

U.S. Marshals arrested a 53-year-old Victoria man Wednesday morning on warrants charging him with 43 counts of sex crimes involving children.

Victor Cisneros was charged with two counts of continuous sexual abuse of a child, 24 counts of aggravated sexual assault of a child, three counts of indecency with a child and 14 counts of indecency with a child by exposure, according to a U.S. Marshals news release.

Cisneros remained in the Victoria County Jail on Thursday night in lieu of a $500,000 bond, a jail official said.

U.S. Marshals with the aid of Victoria Police Department detectives arrested Cisneros outside a home in the 1000 block of East Virginia Street about 9:30 a.m. Wednesday, said Max Hernandez, Deputy U.S. Marshal. During the arrest, authorities seized two cellphones to search them for child pornography or other evidence, he said.

Cisneros did not resist and was arrested without incident, Hernandez said. "He stayed quiet," he said.

The Victoria Police Department could not answer questions regarding the victim or victims' age, gender, city of residence or relation to Cisneros before publication Thursday night. The department also could not provide details as to how investigators built their case against him.

According to a nine-page criminal complaint, Cisneros is accused of performing sexual acts with a child or children under the age of 14 from 2014 to 2017.

Ric Tinney, Hope of South Texas executive director, said statistics show about one in 10 children in the U.S. will be sexually abused, and only one out of the 10 abused children will tell someone of that abuse.

Reality is closer to one in 5 children.

"That's why it is important for the child to be able to tell and for people to believe them," he said.

Since 2002, Hope of South Texas has performed forensic interviews with child sexual abuse victims.

Those interviews, which are video recorded, are conducted in safe, child-friendly environments to document victims' abuse in their own words, Tinney said.

"If you can imagine a 6-year-old going to the police department to do an interview - that's scary, so we try to make it as non-scary as possible," he said.

The videos are then turned over to authorities to help prosecutors bring abusers to justice.

"The first step to healing is being able to let go of the secret," Tinney said.






Man admits to recording sexual assault of boy in Concord

A Concord man convicted of sexually assaulting a boy and recording the abuse on a cellphone will spend the next 27 years in state prison.

Gary Chalifoux, 45, was sentenced Thursday on three counts of aggravated felonious sexual assault and one count each of felonious sexual assault and manufacturing of child sexual abuse images. A Merrimack County grand jury indicted Chalifoux in February on 46 felony charges, all but five of which were dismissed Thursday as part of a plea agreement.

“I know I’ve done wrong, your honor. I’m very sorry,” Chalifoux told Merrimack County Superior Court Judge John Kissinger Jr.

Chalifoux was previously convicted in the 1990s on two separate occasions in Hillsborough County of misdemeanor sexual assault charges involving different victims.

Concord police learned about the repeated abuse of the 8-year-old boy after a city landlord discovered the cellphone when cleaning out an apartment after an eviction, Assistant Merrimack County Attorney David Rotman told the court. Rotman said Chalifoux was an acquaintance of the tenants and had squatted in the apartment with two other people even though the tenants were long gone.

Chalifoux was not visible in the recordings; however, his voice was audible, and police were able to identify him as a result, Rotman said. Chalifoux waived his Miranda rights during a police interview, and admitted to videotaping the abuse, he said.

Chalifoux pleaded guilty Thursday to inappropriately touching the boy and demanding that the boy perform oral sex on more than one occasion between January and May 2016.

Police arrested Chalifoux in December, and he has been incarcerated ever since.

By agreement, he was sentenced to 27 to 67 years in state prison. He also received a suspended sentence of 15 to 30 years, all of which is suspended for the next 45 years.

Kissinger said he was in full agreement with the proposed sentencing recommendation. He called Chalifoux’s conduct “very, very troubling,” and said he believes a long-term prison sentence is necessary because of the danger Chalifoux poses to children.

“I can only imagine what that child is living with on a daily basis to have been victimized in this way,” Kissinger said. “This is a terrible case, and my heart goes out to the victim here. ... I hope this child can have some peace and success going forward.”





Winnebago County Man Convicted of
Sex Abuse at Daycare

ROCKFORD - A Winnebago County man accused of sexually molesting children at his wife's daycare has been found guilty of Predatory Criminal Sexual Assault of a Child and three counts of Aggravated Criminal Sexual Abuse by a jury.

Police say the abuse by 53-year-old David D. Seaton occurred between February, 2000 and February 2005 to two victims under the age of 13.

The Winnebago County State's Attorney's Office says that Predatory Criminal Sexual Assault of a Child carries a sentence of 6-30 years in prison while each count of Aggravated Criminal Sexual Abuse is punishable by 3-7 years behind bars.  Seaton would also have to register as a sex offender for the rest of his life upon release.

He is scheduled to be sentenced at 1:30pm on October 31st.

Seaton at the time of his arrest worked at WTVO/WQRF-TV in a non-news capacity, and was terminated from employment immediately after his arrest.

A California man charged with sexual abuse

The state filed a first-degree sexual abuse charge Thursday against a California man.

Lorenzo D. Richey, 20, faces the felony charge for his accused actions on April 12 at a local motel. The state accuses him of having illicit sex with a minor for the purpose of gratifying himself. Richey is originally from Riverside, California.

The victim was examined at Children's Mercy Hospital and diagnosed with injuries consistent with child sexual assault.

The case has been assigned to Associate Circuit Judge Rebecca Spencer with an arraignment at 8:15 a.m. Tuesday, Sept. 19. Bond has been set at $50,0000 cash only. 

Richey is being held in the Buchanan County Jail in lieu of his posting the bond.
