Man eludes law enforcement for eight years
arrested on sex abuse charges
by Jason Nguyen, KATU News

CORVALLIS, Ore. — A man was arrested for sexual abuse eight years after charges were filed.

A girl reported she was sexually abused when she was a young child under the age of 14.

Court documents reveal it happened on Aug. 28, 2008 in Benton County.

At the beginning of 2009, the Benton County District Attorney’s Office filed three charges against Fidencio Cruz-Galan.

Those charges include two counts of sexual abuse and one count of sexual penetration using a foreign object.

A warrant was issued for Cruz-Galan’s arrest.

Now, nearly eight years later, he was arrested at the end of June in Linn County.

KATU News is not naming the alleged victim. She issued the following statement.

“Yes, I am happy that he was finally caught and I, myself would like to know how it took him 8-years to get caught,” said the victim. “It’s a relief to know that my family and I don’t have to be scared of him just showing up one day. It’s still so unreal and I am still in shock that he was found.”

A lieutenant with the Corvallis Police Department told KATU News, this is a very long and extensive case. The department did not want to comment until officers talk to the District Attorney’s Office.

Cruz-Galan now sits in a jail cell at the Northern Oregon Regional Corrections Facility. He is expect back in court on July 25.

Ex-School Aide Who Abused Students
Asks Judge to Drop State Charges

A former Prince George’s County school aide charged with taking and sharing cellphone video of children performing sex acts wrote a letter to the judge asking all state charges against him be dropped.

"I, Deonte Carraway, feel that my lawyer is not representing me in my best interest," he wrote in the letter dated June 12.

He said he hasn't been in contact with his lawyer in more than a year and he should have already gone to trial, saying he didn't sign a waiver. He said his family would reach out to the media if his concerns were not addressed.

"I wish only to be treated fair," he wrote.

The public defender's office did not return a request for comment.

The judge wrote back saying that his concerns can be addressed at his next court hearing and that he did sign a waiver to a speedy trial in August 2016.

Carraway already entered guilty pleas to 15 federal charges of sexual exploitation of a minor to produce child pornography. He is scheduled for sentencing in August.

Carraway was an aide at Judge Sylvania Woods Elementary School in Glenarden.

He admitted in his plea agreement he engaged in sex acts with children, using a cellphone to record the acts. He also told the children to perform sex acts with each other and gave them phones to record the acts.

He founded a club at the school and had children send him sexually explicit images in order to join.

In court, prosecutors said Carraway video chatted with one 12 year old, telling the victim to perform inappropriate behaviors.

The abuse began in the fall of 2015 and continued for more than a year inside Judge Sylvania Woods Elementary, where he volunteered. He also reportedly recorded sex abuse videos in the homes of his victims and at the Glenarden Community Center.

Carraway was arrested in February 2016 after the uncle of a 9-year-old boy saw a nude image on the child's phone, police said. Investigators then linked the aide to other victims in the case.

Last year, Carraway was indicted in Prince George’s County Court on 270 criminal charges of sex abuse of a minor, sex offenses and child pornography. He pleaded not guilty.

D.C. Man Pleads Guilty to Sexually Abusing Girl at Smithsonian Museum of Natural History
By Kyle Rempfer

A man pleaded guilty Friday to the attempted sexual abuse of a 14-year-old girl at the Smithsonian National Museum of Natural History last spring.

Devone Foote, 35, was arrested April 4 for allegedly touching seven girls who were on a school trip to the museum, according to a statement by the U.S. Attorney's Office for the District of Columbia. The guilty plea involved one of those girls.

A volunteer at the museum’s insect exhibit saw Foote watch a group of girls, approach them and take pictures, officials said. He touched the girl inappropriately, held her hair and walked away.

Not long after, he was arrested outside the museum, officials said in the statement.

Foote’s plea deal calls for a sentence of 18 months in prison for attempted second-degree child sex abuse.

That charge carries a maximum sentence of five years. Following his release, Foote must register as a sex offender for 10 years, officials said in the statement.

Lake Andes man pleads not guilty to child abuse,
sexual contact with minor
By Daily Republic News Today

LAKE ANDES — A Lake Andes man has pleaded not guilty to charges of aggravated sexual abuse of child, abusive sexual contact of a child and felony child abuse and neglect.

Wendell Clark Archambeau, Jr. was indicted on Thursday.

According to the first indictment, Archambeau is accused of engaging in sexual acts with a child younger than 12 years old and abusing the same child in 2016, according to the United States Attorney's Office.

The second indictment alleges Archambeau abused and engaged in two instances of sexual contact with a child younger than 12 in 2013.

For each of the sexual abuse charges, the maximum penalty upon conviction is life imprisonment and up to a $250,000 fine. Restitution may also be ordered. Because the felony child abuse and neglect charges involve victims who were different ages, the maximum penalty is 10 years in one case and 15 years in another.

A trial date for the first indictment has been set for Aug. 1, while a trial date regarding the second indictment will be in September.

Quarryville man gets no break in re-sentencing of
child sex abuse case
By Myles Snyder, ABC27 News

LANCASTER, Pa. (WHTM) – A Quarryville man found guilty of sexually abusing four girls didn’t get a break on his prison time when he was re-sentenced Friday.

Lancaster County President Judge Dennis Reinaker sentenced 48-year-old Michael Archacki to 29½ to 59 years in prison, District Attorney Craig Stedman’s office said.

Prosecutors said Archacki befriended their family and assaulted the girls during sleepovers at his home.

He was originally sentenced to 29½ to 65 years after a jury convicted him in 2012, but mandatory minimum terms involved in the sentence were later deemed unconstitutional.

Bethlehem man sent to state prison for
trove of child porn
Riley Yates Of The Morning Call

Using computer search terms such as “jailbait,” a Bethlehem man amassed a trove of photographs and videos of child pornography.

Facing sentencing on Friday, Peter M. Medve nonetheless won kind words from family and friends who packed a Northampton County courtroom and praised him to a judge.

Hearing it all, Judge Paula Roscioli said she doesn’t dispute Medve has been a good friend, a good employee or done kind-hearted things in his life. But there’s another darker side that he has kept from those around him, she said.

“That is the man who has these pedophilic fantasies,” Roscioli said.

Saying she needs to send a message to the community, Roscioli ordered Medve to serve 42 months to 10 years in state prison for possessing child porn, telling him that she saw nothing to mitigate against the hefty sentencing guidelines he faced.

“The creation of that child pornography had victims,” Roscioli told Medve, 33. “All of those images that you downloaded and you observed were someone else’s children, someone else’s sister or brother.”

In March, Medve pleaded no contest to 11 charges of possessing child porn, under a plea bargain in which state prosecutors withdrew more than 300 additional counts. He’ll have to register as a sex offender for 15 years after his release from prison.

Medve’s arrest last year stemmed from an investigation into the online sexual abuse of children, when agents from the Pennsylvania Attorney general’s office discovered a computer on a peer-to-peer network sharing files believed to be child pornography. The computer's IP address was registered to Medve, and the images were recovered after authorities seized his electronic devices.

To agents, Medve admitted downloading pornography with certain keywords including “young,” and “jailbait,” according to authorities. He claimed he saw that some of the porn depicted children and deleted it.

“I still affirm that I’m not attracted to children,” Medve told Roscioli when he pleaded no contest. “That’s not what I was searching for.”

On Friday, defense attorney Gregory Pagano said his client had 25,000 images of porn on his computer, all downloaded to a file on its desktop. Of those, about 1,500 involved children — 6.5 percent of the images Medve had collected, Pagano said.

“A lot of what was downloaded was legal pornography, as opposed to child pornography,” Pagano said.

Roscioli said she disputed any suggestion Medve came upon the child pornography accidentally. But she said she understood why Medve would be reluctant to admit otherwise to his supporters.

“Clearly it was his intention to obtain — his words — ‘jailbait,’” Roscioli said.

Washington, Iowa man receives 10 years in prison for child sexual abuse, theft

MUSCATINE — A Washington, Iowa, man was sentenced to 10 years in prison Friday for two separate cases involving sexual abuse and theft.

In the first case, Anthony Avalon Drayton, 25, pleaded guilty to sexual abuse in the third degree. An investigation by the Muscatine Police Department showed Drayton had sexual intercourse with a 15-year-old child.

In the second case, Drayton pleaded guilty to theft in the second degree, after an investigation found he was in possession of stolen property.

Muscatine County District Court imposed concurrent prison sentences for a term not to exceed 10 years. Drayton will be required to register as a sex offender and is prohibited from having contact with the victim, according to the County Attorney's office.

By JENNIFER SINCO KELLEHER and AUDREY McAVOY

HONOLULU (AP) — An Army medic charged with conspiring with his lover to kill his wife was convicted in Hawaii of sexually abusing a child.

A military judge found Pvt. Michael Walker guilty after a court martial, Tripler Army Medical Center spokeswoman Leanne Thomas said Thursday.

The judge also convicted Walker of assault by battery and communicating a threat. He was sentenced to 10 years in prison.

The crimes occurred on Oahu in 2014, Thomas said. Army defense attorneys couldn't immediately be reached for comment.

Last year, a military court found Walker guilty of child pornography charges that surfaced during the investigating into his wife's killing.

Walker has been awaiting trial in federal court on a murder charge in the killing of Catherine Walker. He has pleaded not guilty.

Catherine Walker was found stabbed to death in November 2014 in the military housing the couple shared in Honolulu.

Walker's lover, Ailsa Jackson, pleaded guilty to murder in 2015.

Walker and Jackson met through an online dating site in September 2014.

Walker told her that he was married and that his "deepest desire" was to have his wife gone, but he couldn't divorce her, Assistant U.S. Attorney Tom Brady said during Jackson's plea hearing.

The lovers then discussed Jackson carrying out the killing while Walker was at work so he would have an alibi, Brady said.

Jury selection for Walker's trial is scheduled Aug. 8. Jackson is scheduled to be sentenced later that month.

Man wanted a probation sentence, got state prison

Becky Metrick

CHAMBERSBURG - A State Line man went into court Friday, asking for probation. Instead, the sex offenses and child endangerment he's convicted of landed him in state prison for the next year.

Scott Lee Kane, 50, was convicted of felony corruption of minors, which involved him sexually molesting a girl throughout periods of her childhood. He was convicted of child endangerment as well.

In all, Kane will spend between a year and 14 years in a state prison facility.

During Kane's trial, he could be heard on recordings talking about having sexual conversations with the girl, discussing his relationships and sex life with her when she was still 10-11 years old.

The girl also made allegations of sexual abuse from Kane, which led to more specific charges of child sex abuse, but Kane was acquitted of those charges. The corruption of minors charge is the only conviction to acknowledge those allegations, something that Kane's attorney argued Friday was not so clear.

Kane's attorney Eric Weisbrod argued that during the trial, the jury asked for clarification on the definition of corruption of minors. Weisbrod said when re-reading the definition to the jury, he believed they left out the portion relating to sexual molestation.

The victim, who was present in court Friday, viewed the conviction as including sexual molestation, and had a victim's statement read aloud by assistant district attorney Ricky Lewis.

In the letter, she talked about the suffering she has endured from and since the suffering.

The victim wrote that she now feels like she can only be used "as a sex toy" and asked Kane how he would feel being sexually assaulted at a young age.

"This trauma is something that's tearing me apart," she wrote, and described herself as "completely broken."

The girl signed her letter, 'the girl you destroyed."

The girl's parents also wrote a letter that Lewis read, which discussed their long friendship with Kane and how it led to the important role he played in their lives and their children's lives.

"We chose you because we trusted you," they wrote in their letter. They said the conversations Kane had with the girl were the type of conversations he should have had with a counselor, not the girl.

They said the girl learned to feel her worth was only equal to how sexually attractive she is.

"She's been given a life sentence," the letter said. "The scars will always be there."

Franklin County Judge Jeremiah Zook told Kane that he "violated a special trust," with the girl.

"Our community values highly the relationships between the older generations and younger," Zook said. "Children must be able to trust their elders."

Zook said he knows the incidents will impact the victim for her entire life.

"The violation is frankly, most heinous," Zook said.

Kane's sentence includes registration as a sex offender for 15 years, and prohibits contact between him and the victim or other unsupervised minors. He is also required to complete 250 hours of community service.

Kane may also be expected to pay restitution, the amount has not been determined as of the hearing.

CANTON >> An Ohio woman has been sentenced to four years in prison after prosecutors say she failed to report a child’s sexual abuse.

The Canton Repository reports 39-year-old Patricia Horton, of Canton, was sentenced Thursday. Horton had previously pleaded guilty to felony counts of child endangerment and obstruction of justice.

Donell Powell was sentenced to 15 years to life in prison after pleading guilty to counts of rape and gross sexual imposition. The alleged abuse involves a girl who was younger than 10 years old when it began in 2015.

Assistant Stark County Prosecutor Christy Donnelly says Horton was told of the abuse but failed to report or stop it. Court records show Horton also lied to police who were investigating.
