After a one-day trial Monday, a judge is expected to announce his verdict Tuesday in the case of a man charged with repeatedly sexually assaulting an 11-year-old girl in Waukegan.

Edwin Matute, 27, is charged with five counts of predatory criminal sexual assault of a minor under the age of 13 and one count of aggravated criminal sexual abuse.

Prosecutors said he faces up to 120 years in prison if convicted.

The charges against Matute relate to incidents that allegedly occurred between April 1 and July 20 of 2014, involving a victim known to him, according to authorities.

He waived his right to a jury trial, and instead a bench trial was held Monday before Lake County Circuit Judge James Booras, who said after closing arguments late Monday afternoon that he would announce his verdict Tuesday morning.

Testifying to begin the trial Monday was the alleged victim, who was 11 at the time of the alleged assaults and 14 now, and the victim's mother. The defendant, who was known to both the victim and her mother, had stayed briefly at their Waukegan residence after arriving in the U.S from Honduras.

After identifying Matute in court, the girl testified Monday that Matute had sex with her "four or five" times in 2014 at her residence when her mother was not home. Authorities said the assaults occurred after Matute no longer lived at the residence.

An investigation began when the mother contacted police after she said she found physical evidence of sexual activity when she came home the evening of July 20, 2014.

The mother testified she had already begun to suspect something inappropriate had been going on between Matute and her daughter, and she had been keeping a close eye on her daughter, even when she went outside to play.

"I had it in my mind to spy," she said through a Spanish language translator in court Monday. "I caught him staring and I suspected a lot."

She said when she found Matute leaving the apartment on July 20, 2014, she asked him what he was doing there and said he responded that the mother's boyfriend had called him and asked him to give the mother a ride.

The mother testified that she told Matute she knew that wasn't true because she was driving her boyfriend's car. After continuing to confront Matute, the mother went to the Waukegan Police Department to file a statement the next morning.

Matute was arrested and admitted to having sex with the girl in a videotaped statement that was played in court during a pretrial hearing to suppress the confession. Booras denied that motion.

In the videotaped interview with police, Matute admitted to investigators that he had sex with a girl he cared about who he believed was 11 or 12.

"You're having relations with her right," a detective asked.

"Yes," Matute responded.

The detective then asked how many times that had happened.

"I think three," Matute said.

"Was it voluntary? You didn't force her or anything," the detective questioned.

"No, Never," Matute responded.

Matute has been in custody of Lake County Jail in lieu of $250,000 since his arrest.

Tuesday afternoon, several DNA experts from the Northeastern Illinois crime lab said that evidence from a sexual assault evidence collection kit was analyzed at the lab and at least one item was found to have DNA consistent with both the girl and Matute.

In closing arguments, defense attorney Gabriel Conroe noted that the victim had been inconsistent in reporting the number of times sexual activity allegedly occurred, at first denying it, then claiming two and eventually stating four or five times in an interview with counselors and again in court Monday.

Assistant State's Attorney Jason Grindel argued that the defendant himself told police he had sex with the girl three times, and that it would not be unusual for a defendant to minimize the number of times he had sex with an 11-year-old girl.

Grindel also noted that the victim has testified that initially she didn't "want to let her mom down" by telling her that the incidents occurred, and also had motivation to minimize the number of events at first.






Ex-Maryland School Aid Charged With Child Sex Abuse, Attempting To Spread HIV Virus

BALTIMORE (WJZ) — More information has been released in the case of a former Charles County instructional assistant and track coach who is HIV+ and accused of child sexual abuse.

Charles County State’s Attorney Anthony B. Covington announced Monday that 30-year-old Carlos Deangelo Bell, who worked at several schools in Maryland, allegedly assaulted 24 students between May 2015 and June 2017.

That more than doubles the number of children that investigators initially believed Bell had victimized. Bell was arrested in late June, and some information about his case was released at that time.

A newly unsealed 119-count indictment charges Bell with 12 counts of child sexual abuse, 48 second-degree sex offense charges, 44 accounts of filming child pornography, six counts of contributing to the delinquency of a minor, five counts of displaying obscene matter to a minor, three counts of transmitting or attempting to transmit HIV, two counts of third degree sex offense, two counts of second degree assault, two counts of solicitation of a minor and distribution of marijuana.

According to the Charles County Sheriff’s Office, Bell has worked at several Maryland schools.

In the fall of 2008 he worked as a facility attendant with the Charles County Department of Community Services. In the fall of 2015, he orked for AlphaBest, a Charles County government contractor, which provided before and after school care at J.P. Ryon Elementary School and William B. Wade Elementary School. In the spring of 2016, he volunteered as an assistant coach for a track club, Comets, located in Waldorf.

Minnesota man gets 22 years for producing,
receiving child pornography

A Hutchinson man was sentenced Thursday to nearly 22 years in federal prison for producing and receiving child pornography.

Jeremy David Mount, 41, pleaded guilty Feb. 9 to one count of receiving and one count of producing child pornography. He was sentenced to 262 months in prison on July 27 before U.S. District Judge Susan Richard Nelson in St. Paul. He was also sentenced to 20 years of supervised release.

The sentence was announced by Acting U.S. Attorney Gregory G. Brooker, District of Minnesota. The case resulted from an investigation led by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, with assistance from the Hutchinson Police Department, McLeod County Attorney’s Office, and the Kent Police Department in the United Kingdom.

“This case exemplifies what can be achieved when law enforcement agencies — nationally and internationally — work together to stop a predator,” said Assistant U.S. Attorney Katharine Buzicky, who prosecuted the case. “These are some of the most difficult types of cases to work, but seeing defendants, like Jeremy Mount, receive just sentences and knowing that one more child is safe from harm makes it all worthwhile.”

Alex Khu, special agent in charge of HSI St. Paul said Homeland Security Investigations is committed to bringing to justice those who sexually exploit children.

“Jeremy Mount will be incarcerated for nearly 22 years for his heinous acts," Khu said. "This case exemplifies the long reach of HSI, and its ability to coordinate and pursue investigative efforts with our international law enforcement partners.”

According to the defendant’s guilty plea and documents filed in court, in February 2016, HSI special agents received a lead from an undercover officer with the Kent Police Department in the United Kingdom regarding an individual who was sharing child pornography images online. HSI identified the individual as Mount. After obtaining a search warrant, they executed a search warrant at his apartment in Hutchinson.

Law enforcement agents identified dozens of child pornography images Mount traded and possessed using a computer and email account, as well as a cellphone containing several dozen images of a preschool-age child to whom he had access.

The investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 16,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children.

During 2016, more than 2,600 child predators were arrested by HSI special agents under this initiative and more than 800 victims identified or rescued.

HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free Tip Line at 1-866-DHS-2-ICE or by completing its online tip form. Both are staffed around the clock by investigators.

Alabama man pleads guilty in
child sexual abuse case from 2006

MARSHALL COUNTY, AL (WAFF) -
A Marshall County man pleaded guilty to sexually abusing a young girl more than 10 years ago. For his crime, he must spend at least three years behind bars.

Monday's plea wasn't the first time Aaron Wayne Pace has pleaded guilty to sexual relations involving young girls.

Pace faced sodomy and sexual abuse of a child charges. Instead, prosecutors agreed to let Pace plead guilty to felony child abuse charges.

When asked what he did, Pace told the judge he mistreated her.

Prosecutors say Pace sexually abused a girl under the age of 12 at an Albertville home for nearly three years back in 2006. Four years after the abuse, the child told a friend whose mother reported the abuse to police.

On Monday, a judge sentenced Pace to 10 years but suspended that sentence provided he serve three years.

Prosecutors say he pleaded guilty in Etowah County in June to a similar instance involving a second victim.

Pace's sentence will run concurrent with his Etowah County plea.

Good grief. If I ever have to go to court for something evil, I want that judge!

Indiana Christian school delayed informing police about alleged sexual misconduct with a minor

ANDERSON, Ind.– A former teacher at Indiana Christian Academy is facing a charge of sexual misconduct with a minor.

Investigators say Stephen Lingle, 28, acted inappropriately with a girl half his age.

“There were unwanted advances, letters talking about how attractive and beautiful she was. There is an allegation that she was touched inappropriately,” said Madison County Prosecutor Rodney Cummings.

According to court documents, he admitted to writing those letters. Even told police, his wife was not paying attention to him at home and just wanted a close friend.

Lingle isn’t the only one charged in the case. According to court documents, the student told a teacher about the alleged touching and letters on May 17. Police say school administrator Kevin Plew waited four days to report it.

“A young girl makes a report, that I’m sure is traumatizing to her and in four days no one does anything. I cannot imagine how that made her feel,” said Cummings. “She was back in the classroom and the teacher was still there. No one had done anything.”

Prosecutor Cummings says Plew broke the law. He faces one count of failure to report child abuse.

New Law

“There is a new law that teachers cannot just report it to their supervisor, they have to make the call to the police themselves. The staff member has to do it immediately. Immediately would be by the end of the class period,” said Cummings.

Indiana Christian Academy released a statement about the case:

“ICA has fully cooperated with authorities in the investigation of this matter, and will remain committed to doing so. At this time, our focus is on attending to the needs of the student and family involved.”

We reached out to the administrator and have not yet heard back.


If Lingle is convicted of sexual misconduct with a minor charge, he could face up to six years behind bars. If Plew is convicted, he could face up to 180 days.







Brother of man acquitted in Corrine Erstad disappearance sentenced for sex abuse in Minnesota

The brother of a man acquitted of kidnapping and murdering 5-year-old Corrine Erstad from Inver Grove Heights more than 25 years ago was sentenced Monday to 18 months in prison and 15 years of probation following conviction for sex crimes involving a minor in his care.

Jerry Guevara Jr. was convicted in Washington County District Court with two counts of felony third-degree criminal-sexual conduct for fathering two children with a girl he had authority over.

Guevara Jr., 53, is the older brother of Robert Joseph Guevara, 49. Robert Guevara was tried and acquitted in the 1992 abduction and murder of Erstad.

The little girl’s body was never found, and police are still investigating what happened to her.

Despite the acquittal, investigators still believe Robert Guevara was involved in her disappearance, the Inver Grove Heights police department has said. They were hopeful that Jerry Guevara’s arrest on unrelated charges would lead to new insight into the cold case.

A criminal complaint filed in Washington County in February 2017 said Woodbury police began investigating Jerry Guevara in 2015.

According to the complaint, a bail bondsman seeking a fugitive at Jerry Guevara’s home reported seeing a woman there whose appearance matched age-progressed photos of Corrine Erstad, who disappeared more than two decades ago.

In 1992, police found the girl’s dress, stained with blood and semen, in Robert Guevara’s storage locker shortly after her disappearance. An apparent mixture of his and her bodily fluids were found on a shower curtain.


In Jerry Guevara’s case, officers found him with a 32-year-old woman and six children ranging in ages from 1 to 12 years old, all “in various stages of undress” in February. Police later determined that the woman was not Erstad.

Nevertheless, it is interesting that there would be a resemblance.

According to the complaint, the house smelled of mold, urine and feces, and contained little clothing, shoes or food for the children. Child Protective Services removed the children from the home.

Police searching the house found documents indicating that Guevara and the woman have nine children together, and that their first child was conceived when the woman was 16 years old and Guevara was 37.

Paternity tests conducted in 2002 confirmed that Guevara fathered the woman’s second child, who was conceived when she was 17 years old while the two lived together in Woodbury.

RANDOLPH, Neb. (AP) _ The mayor of a northeast Nebraska city has been charged with intentional child abuse and four counts of child sexual abuse.

Court records say 61-year-old Dwayne Schutt (shuht) has bonded out of custody. He declined to comment Monday when reached at a Randolph number listed for him in court records. Schutt's attorney didn't immediately return a call from The Associated Press.

A court appearance for Schutt is scheduled Wednesday in Hartington.        

Schutt has been mayor of Randolph since 2011. The Cedar County city has about 940 residents.






Former youth pastor in Minnesota sentenced
on child pornography charges

A former youth pastor in Cottage Grove is heading to prison for sending sexually explicit images of children to others on social media sites, authorities say.

William Leonard Helker, 47, of Pine City was sentenced in federal court in Minneapolis this past week to 12½ years in prison on one count of distribution of child pornography, according to a statement released by the U.S. attorney’s Minnesota office.

Not that I'm going soft, but in the UK this would not have garnered any prison time. Also, when compared to the story from Marshall County, above, it seems the penalty is excessive. The pervert above had sex with a girl under 12 for 3 years and got only 3 years in prison to run concurrent with another sentence for sexually abusing another girl. That means he probably won't spend a single day in prison for abusing that girl for years. There's something wrong somewhere.

Investigators were tipped off to Helker’s behavior this past fall when the National Center for Missing and Exploited Children sent a tip to federal authorities about a Minnesota man who had reportedly sent pornographic images of children to someone in Finland.

Authorities later learned that the man in question was Helker, who was working at the time as an associate pastor at All Saints Lutheran Church in Cottage Grove.

Helker later admitted in court to sending the images to people on social media and also to engaging in a sexually explicit conversation with someone who told him she was 14, authorities report. He also took snapshot images of real minors and superimposed the pictures into pornographic images, court documents say.

Helker will serve 15 years on probation upon his release from prison.

He is no longer listed as a staff member on All Saints Lutheran Church’s website.






Plea Deal for Iowa Man in
Child Sex Abuse Case

MARION COUNTY, Iowa – A Van Meter man has admitted to sexually abusing a child in Pella in 2016.

Justin Nolan was originally charged with second degree sexual abuse for allegedly forcing a five-year-old girl to perform oral sex on him between July and September of 2016. The girl told investigators Nolan offered her candy to perform the act.

When investigators contacted Nolan he claimed he was under the influence of drugs and alcohol and did not remember the incident.

Online court records show Nolan is now pleading guilty to two counts of lascivious acts with a child. His sentencing has been scheduled for August 31st.

The notorious leader of a sex gang has been released from prison 17 years early.

Mubarek Ali, who was one of two ringleaders of the gang in Telford, is just five years into his 22-year prison sentence for his horrific crimes.

The sexual grooming gang had preyed on girls as young as 13 for at least two years, who had confided in youth workers about the abuse.

Ali, 34, was then captured as part of a police investigation called Operation Chalice in 2013, and was jailed for 22 years.

However, he is now reportedly set to be released on licence as early as November.

Telford MP Lucy Allen said that Ali’s release was ‘wrong’, and could lead to him rejoining the community where his victims continue to live.

Allen spoke of the issue in the Commons last week, demanding that victims of child sexual exploitation are treated better.

In an open letter to local paper the Shropshire Star, she added that his victims are ‘living in fear’ and should have been properly consulted before his release.

‘Victims and members of the public would have expected a 22-year sentence to mean that the community could have time to heal and victims would be able to get on with their lives,’ she said.

‘What we see in this case is that one of the main perpetrators is being released into the community only five years after the trial.'

‘This is clearly of enormous concern to victims in this case, especially those who gave evidence in court.’

Four young women, who were aged 13 to 16 when they were abused between 2007 and 2009, gave evidence to Worcester Crown Court during the trial in 2013.

Mubarek’s co-defendant, (and brother) 27-year-old Ahdel Ali, was sentenced to 26 years in prison.

So, I guess he will have to wait until next year to get out!

The news came as it was revealed a record 141 criminals had their sentences increased after public requests to review them last year. The number included 41 sex offenders. 

Any member of the public – not just a victim – can request a serious criminal’s sentence to be reviewed under the Unduly Lenient Sentence scheme. 

The Ministry of Justice refused to comment. 

The Ministry of Justice needs to comment and explain this idiotic decision. 






Child sexual abuse on the rise in Viet Nam

HCM CITY — Child sexual abuse has been on the rise across the country, with most incidents remaining unreported, police have said.

Between 2014 and 2016, more than 4,100 cases of sexual violence against children were reported, with girls accounting for more than 80 per cent of 4,140 child victims, according to a report from the Police Department of Criminal Investigation of Social Order under the Ministry of Public Security.

In the first six months of the year, a total of 696 cases of sexual violence against children were reported, with 710 victims.

Most of the cases were reported by relatives of victims or local residents, said Nhữ Thị Minh Nguyệt, director of the Ministry of Public Security’s Police Political Bureau Department.

Only six per cent of the cases were discovered by public security officials, Nguyệt said at a workshop held on Friday in HCM City.

Most of the alleged sexual abusers were relatives or acquaintances of victims, she said, adding that they took advantage of close relationships with naive children whose victims’ parents were at work.

Many recently reported cases involved sexual violence against children, of which the majority of alleged abusers were foreigners.

Nguyệt attributed the number of rising child abuse cases to lack of parental care, lack of gender education and life skills at schools, and the explosion of the internet and social networks, as well as tourism development. 

“Many incidents remain unreported as families of victims fear their children’s dignity and privacy will be affected for their entire lives if the incidents are made public,” she said.

"Children who experience sexual abuse are more likely to be depressed and experience other types of mental health problems and to engage in high-risk behaviours such as violence and social evils such as drug abuse," she added.

More than 1,000 cases of sexual violence against children are reported every year and the reported cases are only the tip of the iceberg, said a representative of Bình Tân District’s Women’s Union.

Last year, a total of 13 cases of sexual violence against children were reported in the district.

A majority of victims were children of migrant workers who lived in boarding houses and left their children at home alone when they went to work, she said.

In some cases, child victims had sex with lovers who are also young.

Most families remained silent and failed to report the cases to authorities in a timely manner, she said.

Local public security and women’s unions planned to strengthen public awareness and public dissemination of materials about prevention of sexual violence against children, which can play a vital role, said Lieutenant General Đỗ Kim Tuyến, deputy director of the General Police Department.

Local public security and women’s unions should work with schools to offer life skills education for children, especially in disadvantaged localities with poor academic standards.  —VNS






UK Teacher Charged in Child Sex Abuse

A week after his arrest, the deputy principal of a Phnom Penh international school accused of sexually abusing a 5-year-old student was charged on Friday and sent to Prey Sar prison to await trial, a court spokesman said.

Mark Andrew Smith, 39, a U.K. national, was charged with indecent assault with aggravating circumstances after an hour’s questioning before Phnom Penh Municipal Court Investigating Judge Y Thavrak, spokeman Sous Vichearandy said.

Mr. Smith was arrested on July 21 as he left Golden Bridge International School of Phnom Penh.

Sem Malis, Mr. Smith’s 30-year-old girlfriend, on Thursday repeated earlier claims that the father of two was innocent and said police had told her they had found nothing to support his guilt on the school’s surveillance cameras.

The charge carries a sentence of up to five years and a fine of 10 million riel, or about $2,500.

Immigration police in collaboration with America’s FBI have arrested a US man who fled to Cambodia after being accused of child sex offences.

Lieutenant General Uk Haisela, investigation chief at the immigration department at the Interior Ministry, identified the man as Robert James Boehnlein.

Mr Boehnlein was detained in Battambang province and transferred to the immigration police department in Phnom Penh for further investigation.

“He was arrested on the basis of a warrant issued by the prosecutor at Phnom Penh Municipal Court,” Lt Gen Haisela said. “He is accused of child sexual abuse of girls in the US and he fled to hide in Cambodia.”

“He was arrested after cooperation by the FBI, Cambodian police and the court,” he added.

An immigration police officer said Mr Boehnlein would be transferred to the custody of the FBI to bring him to the US for trial after the court finished questioning him today.






Jamaicans Have a Responsibility to Report Child Abuse – Senator Reid

90% of child abuse not reported by adults who know about it

Minister of Education, Youth and Information, Senator the Hon. Ruel Reid, is reminding Jamaicans that they have a responsibility under the Child Care and Protection Act to report known and suspected cases of child abuse.

He said a 2013 survey by the Office of the Children’s Registry (OCR), which tested people’s knowledge, attitude, practices and behaviour towards child maltreatment in Jamaica, revealed that 90 per cent of known cases of child abuse remain unreported by the adults, who knew what was going on.

“It is alarming to think of the many children who continue to suffer in silence because they either don’t know to whom they should report these matters or are otherwise convinced not to make reports,” Senator Reid said.

“We all must see it as an imperative to do what is within our power to ensure that attention is given to children, who fall into these very difficult situations where they are exploited and abused,” he added.

He was speaking at the Protect the Children Symposium at The Mico University College in Kingston on July 27.

The event was organised by the United States-based Diaspora group, Female Development World Organization, as part of activities for Diaspora Day of Service.

The Education Minister further encouraged Jamaicans to make every effort to be informed about the issues and become familiar with the possible signs that a child has or is being abused.

He said children affected by abuse can become withdrawn or be extra sensitive to touch for example.

“We all have a collective responsibility to our children and we must come together to ensure their protection. Whether it is in our homes, our communities or at the national level, each of us must identify and carry out our roles,” Senator Reid said.

President of the Female Development World Organization, Lavern Deer, said the entity “cares about the protection of our children.” She said the symposium was held to draw attention to the issue of child abuse, which affects countries across the globe.

She said the United Nations Children’s Fund reports that girls, ages 11 to 17, face the brunt of sexual abuse in Jamaica. In the United States, one in five girls is abused before the age of 18.

“What this shows us is that we have a global problem …when it comes to child sex abuse,” she pointed out.

Ms. Deer said the organisation was pleased to have partnered with Eve for Life and the Ministry of Foreign Affairs and Foreign Trade in the staging of the symposium.

The OCR, which began operations in January 2007, is responsible for receiving, recording and assessing reports of child abuse and referring them to agencies for investigation and action.

Data from the OCR reveal that over 60,000 cases of child sexual abuse were reported up to 2015.

Ex-gangster Stephen French slams 'sick' trolls who say Jimmy Savile abuse claims are false

Former gangster Stephen French hit back at online trolls who say he fabricated claims Jimmy Savile sexually abused him as a child.

Last week we reported on how Operation Yewtree was investigating claims the convicted criminal was assaulted by the former Top of the Pops presenter while at a Woolton Vale centre for foster children.

The 57-year-old convicted criminal waived his legal right to anonymity to tell his story to the ECHO - but was hit with a barrage of abuse from online trolls who suggested he’d taken part in the interview to publicise his biography.

French, who was once nicknamed The Devil but now prefers the moniker The Fighting Preacher, took to Facebook and turned both barrels on his critics - with a 2,500 word message branding the criticism a “hate storm.”

It read: “This hate storm that has ensued is the gossip of the vicious hate filled rumours of jealous, envious people who accused me of being a fame hungry."

“The people who claim these things and simply want them to be true because the alternative is to much for their nasty minds to take they are in a [...] rage meltdown and they are attacking me on line. These are the facts of the matter."

“In order to engage with these people who say I am lying and seeking fame on their level I have had to revert to a style of language that is referred to as SYS which stands for ‘street yet sophisticated. I have to address them in a way they can comprehend. I have to use the vernacular of the vulgar.”

Following Savile’s death in 2011, hundreds of historical sexual abuse allegations came to light - with police believing he could be one of Britain’s most prolific sex offenders.

Last week French - who says he is a “reformed character” - became the latest complainant to come forward with accusations he was assaulted by the former DJ.

Former martial arts champion French told the ECHO he had decided to waive his legal right to anonymity after being charged - and subsequently cleared - of rape in 2016.

Although he is “too embarrassed” to publicly disclose the details of the assault, the former martial arts champion confirmed he had handed over information to Merseyside Police - who then referred it to Operation Yewtree.

He said: “Christmas 1965, I was in a children’s home in Woolton at a Christmas party. Jimmy Savile turned up and he was giving out Christmas presents. He gave me a red fire engine toy, with a yellow ladder and a silver bell on it, which kind of distracted me from what I was doing."

“What he then proceeded to do, I’m not prepared to commit to print at this moment in time, but what I did in response to his sexual assault was I smashed him in the face with the fire engine.  The yellow ladder gave him a cut over his left eye.”

Despite telling staff he’d been assaulted, the former gangster said he was punished for speaking out against Savile, who was a well respected figure at the time.

He added: “I told them what he did, I was told I was a ‘naughty little boy’ and I shouldn’t be telling lies like that and I was ushered off to new foster parents.”

Correspondence seen by the ECHO show that a Merseyside Police detective is currently investigating the claims - and has referred them to London’s Met Police force under Operation Yewtree.

The operation, led by Metropolitan Police Service, started in October 2012 after several historical sex abuse allegations came to light against Jimmy Savile and other media personalities.

In the e-mails, the detective claims an operation known as Winterkey which is making a timeline of Savile’s has found 12 occasions when Savile and French could have possibly come into contact.

A Merseyside Police spokesperson said: “A 57 year-old man has made an allegation of a historical sexual assault and an investigation is ongoing”

Ex-martial arts champion French, whose biography, The Devil, chronicles his past activities in Liverpool, has convictions going back to 1972.

He was jailed for three years in 2013 for possessing a knife and threatening a business associate with an imitation firearm. He was later handed an extra 10 months in jail for perverting the course of justice.

Before that incident French, nicknamed The Devil because he struck such fear into the drug dealers he “taxed” and tortured, had claimed a Road to Damascus-style conversion had put an end to his wrongdoing.

In October last year he was acquitted of rape when prosecutors dropped charges he had branded “malicious”.





Taytay priest faces dismissal over child trafficking
    
TAYTAY (Rizal) parish priest Monsignor Arnel Lagarejos will be removed as priest and stripped of all his Church duties if proven guilty of human trafficking allegations involving a 13-year old girl, according to the Catholic Bishops’ Conference of the Philippines (CBCP).

“Abuse of minors is very grievous offense. If he is proven grievously immoral for abuse of minors, he will be removed as priest. He will be stripped of all his rights and duties as priest,” former CBCP president and Lingayen-Dagupan Archbishop Emeritus Oscar Cruz told The Manila Times.

“Molestation of minors is the most grievous offense that can be committed by a cleric. That is a serious matter that will be dealt with appropriately by Church authorities,” Cruz said.

He has been designated by Antipolo Bishop Francis de Leon to lead the Diocese of Antipolo’s panel of investigators that will determine the veracity of the accusations against Lagarejos.

Pending results of the investigation, the embattled priest has already been prohibited from functioning as a priest and also stripped of all his others positions in the diocese, including his being president of Cainta Catholic College.

According to Cruz, the results of their investigation will no longer be subject for review by the National Tribunal, which is the CBCP, but “it will go directly to Rome,” for its final decision.

“It will pass through a process. After our investigation, it will be forwarded to Rome. It will go to the Rome’s Commission on the Clergy and after a thorough review and scrutiny, the decision will be handed down,” Cruz said.

Lagarejos, 55, was caught in a police entrapment over the weekend with a 13-year-old girl he allegedly met through a pimp on social media.

The priest was caught when he arrived at the at the Blue Wave Mall in Marikina City on Friday evening, where the entrapment was conducted.

He has been subjected to inquest proceedings and facing possible criminal violations.

In an official statement, the diocese assured it “respects the necessary procedures as provided by law in order to further investigate this matter.”

Pope Francis, in a letter, earlier called on all Church leaders worldwide for the establishment of the Pontifical Commission for the Protection of Minors”for the purpose of offering proposals and inititiaves” to improve procedures for protecting minors and vulnerable adults, and to “rid the Church of the scourge of the sexual abuse of minors and to open pathways of reconciliation and health for those who were abused.”

Fr. Jerome Secillano, executive secretary, CBCP’s Permanent Committee on Public Affairs, said the creation of the Pontifical Commission for the Protection of Minors reminds clerics that sexual misconduct is a serious matter that will be dealt with appropriately by Church authorities.

15yo sex attack victim raped again by driver she flagged down for help



Police have launched a double manhunt after a teenage girl was raped at a Birmingham railway station, only to be attacked a second time by a passing motorist she had flagged down for help.

The 15-year-old girl had walked with her friend to Witton railway station, near Aston Villa football ground, on Tuesday night. Police say she was approached by the first suspect, who led her away to an isolated part of the station where she was then raped.

The attack took place between 7pm on Tuesday and 2am on Wednesday.

After the first attack, the teen left the station and stopped a passing car to ask the driver for help. She was then raped again after getting into the second suspect’s vehicle.

Both suspects are described as Asian men in their early 20s.

The first has light skin, brown eyes, and a skinny build. He is about 6ft tall and was wearing a tracksuit and black trainers.

The second suspect is around 5ft 7in, of large build with a close-cropped beard. He was wearing a blue jumper and black jeans.

Detective Chief Inspector Tony Fitzpatrick, of British Transport Police, said: “This was a horrifying ordeal for this young girl and we have specially trained officers supporting her.

“It is now vitally important we investigate exactly what happened on Tuesday morning as well as identifying offenders for both of these awful incidents.

“My detectives are currently examining all available CCTV in an effort to identify the offenders and whilst these enquiries are made, we are keen to speak with any potential witnesses.

“Whilst this incident happened during the early morning and there may not have been many people around, I would be keen to speak with anyone who may have been in the area at the time.

“If you were passing by the station and saw two girls walking with an older man, then please get in touch immediately.

“Likewise, if you saw any suspicious vehicles close to Witton station close to 2am then please get in touch as soon as possible.

“Your information could prove vital in our enquiries to identify the perpetrators.”






'Aggressive' Cambridge paedophile abused and groomed child into thinking they were lovers

An "aggressive" paedophile has been found guilty of sexually abusing and grooming a child into becoming his consensual teenage lover.

Robin Matthews, 63, of Hobart Road, Cambridge, was convicted by a jury of 21 counts of child sex abuse on two young children going back as far as 1970 up until 1992 following a week-long trial.

The victims had felt too ashamed to come forward or tell anyone until 2015.

Matthews would forcibly take the victims and sexually assault or rape them, before giving them money or threaten to kill them if they told anyone.

Matthews drove one victim to a beach where a hole was dug and threatened to put them in it.

The victims were as young as four years old and the abuse took place regularly for years.

Matthews sexually abused one victim until the age of consent, where the victim felt confused into thinking they were lovers and what they did was normal relationship behaviour.

At Cambridge Crown Court today (July 28), Judge David Farrell QC said that the offences have had “awful effects” on the victims.

Matthews gave no comment during proceedings, even during evidence – only that “he did not do it”.

Judge Farrell, who committed Matthews to custody following the verdict, added that Matthews will get a “very significant” sentence.

The court will decide on his sentence on August 31.






Alvaston dad had 40,000 sick child abuse
videos and pictures

A graphic designer was found with more than 40,000 sick child abuse videos and photographs when police raided his Derby home.

Father-of-one, Lee Elmore, also had movies of a woman engaged in a sex act with a dog and admitted he had been downloading indecent material for a decade.

The 40-year-old, of Alvaston, was snared when he got into an email exchange with an undercover detective who he sent some of the images to.

Derby Crown Court heard that he asked the officer if he had ever had sex with a minor and also told him how he “had only done it once but wanted to do it again soon”.

And, in his police interview, he admitted that he viewed the vast amount of material “because he got sexual gratification” from doing so.

Jailing Elmore, for 20 months at Derby Crown Court, Judge Nirmal Shant QC said: “It is alarming to see the conversation between you and the undercover officer. What is of concern is that in your probation service report you are assessed to pose a high risk of serious harm to children. These are serious matters and what makes them even more serious is the period of time you viewed and downloaded these indecent images.”

Steven Taylor, prosecuting, said police raided Elmore’s home, in Harvey Road, on June 18 where they seized his electronic devices.

Analysis uncovered 41,453 indecent films or images of children, of which more than 2,000 were the most serious Category A which depicts adults and children engaged in sexual acts.

Experts also found three extreme pornographic movies involving a woman and a dog and 795 prohibited images, which include animated scenes of child sex abuse.

Mr Taylor said on the devices they discovered 108 movies and 1,949 images of Category A; 20 films and 3,306 photographs of category B and 35 moving images and 36,035 photographs of category C.

They also found the prohibited and extreme films and images.

Mr Taylor said: “The defendant was arrested and interviewed during which he was extremely open, saying he had been viewing indecent images of children for a number of years and had installed software that would hide his internet address when he went looking for it.

Elmore pleaded guilty to a five-count indictment of possessing and distributing child pornography.

Stuart Newsome, mitigating, said his client was a father-of-one who accepts his relationship with his son and elderly parents “is going to be affected in the future”.

He said: “This defendant’s history has been very difficult for him to come to terms with. He accepts that custody is the only option for him but he is motivated to work with the authorities on his problem while he is inside.”

Speaking after sentencing, an NSPCC spokesperson said: “Elmore built up an appalling catalogue of child abuse material and is now rightly behind bars. Behind every indecent image is a child who has been abused in the real world and is being abused again every time that image is accessed online."

“The knowledge that their image can be repeatedly viewed and may never be removed contributes to their on-going trauma. To help tackle and prevent the publication of these online child abuse images, the NSPCC is calling on internet companies and authorities to share information, expertise and resources.”

Paedophile doctor gets consultant job at Barnsley Hospital despite conviction for child porn

Dr Philip McAndrew has been allowed to work by the General Medical Council after having to quit a job at an Irish hospital when his 1998 conviction emerged there

A PAEDOPHILE doctor has been working in a hospital despite a conviction for having child sex abuse pictures.

Dr Philip McAndrew is a consultant and has been allowed to work under eight conditions set by the General Medical Council.

These include being overseen by a supervisor but none of the rules appear to relate specifically to contact with kids.

A source alerted us to the married dad’s six-figure salary job at Barnsley Hospital and branded it a “disgrace”.

They added: “A lot of people don’t know about his past and they should be warned. Some of the staff are very unhappy about it.”

Child protection expert and ex-cop Mark Williams-Thomas said: “The GMC and hospital should not be allowing it. I don’t care what conditions he is under. Does he have a chaperone 24 hours a day?”

Radiologist McAndrew, 56, was working at the Victoria Hospital in Fife when his house was raided by police.

He admitted possessing the images, described by his own lawyer as “revolting”, when he appeared in court in 1998.

He changed his plea in a legal argument on the computer photos but was convicted.

McAndrew, fined £1,500 but not jailed, had to quit a job at an Irish hospital when his conviction emerged there.

He is believed to have split from first wife Susan, 65, with whom he has a grown-up son, and now has a ten-year-old girl and three-year-old boy with second wife Caroline, 41.
