Iraqi War Veteran Arrested for Child Sexual Abuse for Fifth Time

TULLY, NY -- An Iraqi war veteran who previously plead guilty to charges of child endangerment has been arrested again for sexual abuse.

Tully is just south of Syracuse, in upper-state New York.

Howard “Bill” Draper plead guilty to child endangerment in July 2011.  He received one year of conditional discharge in exchange for his guilty plea.

Draper was arrested again by the Onondaga County Sheriff’s Office for endangering the welfare of a child and sexual abuse.  He was arraigned in the Town of Tully Court and is scheduled to appear in court again on February 4.  His bail is set at $50,000 cash.

Draper was acquitted in 2009 on allegations that he sexually abused a seven-year-old girl he was taking care of while her mother was on active duty in Afghanistan.  At the time of the acquittal, prosecutor Dan Barry could not comment on the case because Draper had two other cases of child sexual abuse pending.

A week after the 2009 acquittal, investigators say Draper endangered the welfare of a child in East Syracuse.  This September 2009 incident resulted in his 2011 guilty plea.

Let's pray that they get this guy off the streets for awhile.
